Mr Toplis (Mrs Metcalfe's grandfather) in topper was the first chairman of the West Hallam Parish council and the first chairman of the West Hallam Conservative Association. The black arm band is for Mr Newdigate who had recently died. The head of Newdigate Estates, West Hallam and Kirk Hallam - the second generation to hold this office.
